Press Complaints Commission

The Press Complaints Commission (PCC) is the independent body which deals with complaints from members of the public about the editorial content of newspapers and magazines, including their websites.

It handles complaints regarding all editorially-controlled content and the physical behaviour of journalists, which are judged against the PCC Code of Practice.

The PCC handles complaints only from those who are directly affected by the matters about which they are complaining.

Complaints are generally not accepted if they are made more than two months after the date of publication, or over two months after the end of direct correspondence between the complainant and the editor, provided that correspondence was entered into immediately. This rule usually does not apply if the article remains available on the publication's website.

Ofcom

The Office of Communications (Ofcom) is the independent regulator and competition authority for the UK communications industries.

Television and radio sectors, fixed line telecoms and mobiles, and the airwaves over which wireless devices operate fall within its jurisdiction.

Ofcom considers complaints about programmes transmitted by all broadcasters licensed in the UK, including the BBC and S4C. It is a post-transmission regulator – it only accepts complaints about programmes that have already been broadcast.

However, complaints about accuracy and impartiality in BBC television and radio programmes are not considered by Ofcom. These complaints have to be dealt with by the BBC Trust.

Complaints are also accepted from members of the public who believe that they have been treated unfairly in a programme – or that their privacy has been infringed without good reason in the programme or in the way it was made.

BBC Trust

The BBC Trust is the governing body of the BBC. It is operationally independent of BBC management and external bodies, and aims to act in the best interests of licence fee payers.

To this end, the BBC Trust runs a complaints process that accepts complaints on issues such as editorial content, fair trading, television licensing, digital switchover and others.

The BBC operates in accordance to a set of editorial guidelines, against which complaints on editorial issues will be measured.
